Without knowing more about your particular circumstances, the best tip I have is to buy a mailing list specifically targeted to people who have spent money on the types of events you’re looking to do. You could also try and get a list of human resource managers through one of their associations. I forget the exact name, but you can Google “human resource trade associations” or something similar and see what you come up with.
